A matter is flagged when it has at least one hit in ANY kind switched on below — the same OR rule production uses, just over whichever kinds you pick. Nothing gets re-read to change this: every scanned matter's raw hits are already stored, so switching a kind on or off just re-aggregates them under a different rule. There is no single correct methodology here — this is one point in a much larger space of possible ones.
