Every bill and resolution Nashville's Metro Council considers, read against Metro Code §13.08.080, the city's own definition of "surveillance technology": license plate readers, drones, facial recognition, gunshot detection, CCTV, cell-site simulators, and data-sharing or retention tied to any of it. We read the actual contract and exhibit text, not just the title or a filer's own "not surveillance" certification — that's what caught RS2026-2264, a Motorola purchase whose own paperwork said "no."
